Trans Link Systems (TLS) was established to realize a national e-Ticketing system for public transport. The point of departure for the system is the connection of all Dutch public transport companies.

Trans Link Systems was established in 2001 by Connexxion, GVB (Amsterdam), HTM (The Hague), the Nederlandse Spoorwegen (Dutch Railway Company) and the RET (Rotterdam). Together these public transport companies provide over 80% of public transportation in the Netherlands. Trans Link Systems also cooperates with the remaining public transport companies.

National and regional public transport companies are not the only parties involved in the development of the new system. The national, provincial and local authorities, and various interest groups play a role in the launch of the OV-chipkaart in the Netherlands.

Trans Link Systems is responsible for the integrity of the entire new system and for the issue of the public transport smart card (OV-chipkaart) which is required to be able to make use of the new payment system.
